Job Summary
Performs contract administration functions for assigned programs including the preparation of contract/proposal correspondence, review of RFP's, Contracts and other customer correspondence and performance of special projects as necessary. Works closely with Program Management and other functional groups to ensure that responsive, accurate and complete information that represents Armtec’s policies and objectives is communicated to the customer. Develops and maintains a professional and responsive relationship with both internal/external customers.
With support from the Director, Contracts and Pricing, the candidate will manage, extend, negotiate and terminate standard and nonstandard contracts. The candidate will also provide advice to management of contractual rights and obligations. In addition, compile, analyze, and maintain historical information. The candidate will serve as consultant/liaison to management and be the special external spokesperson for the organization on major matters pertaining to its policies, plans, and objectives. Acts as an advisor to senior management and customers and have direct oversight for ensuring compliant deliverables for all contracts assigned.
Primary Responsibilities
  • Perform RFP reviews, initiate collaboration with affected departments to identify issues, risks, capabilities and alternatives and document for proposal purposes. Issuance of Request for Estimates and Contract Award/Modification forms into contracts sharepoint sites.
  • Advises management of contractual rights and obligations and provides interpretation of terms and conditions.
  • Manage contract lifecycle from initiation to execution, renewal, or termination
  • Monitor contract performance, deliverables, and deadlines
  • Ensure proper approvals and signatures are obtained before execution
  • Perform an assessment of the general contract terms and conditions, and FAR and DFAR clauses, if applicable and document risks, exceptions and alternatives for proposal purposes in accordance with the contracts department and Armtec’s procedures and policies.
  • Prepare proposal letters and contract documents.
  • Principle point of customer contact for all contractual matters on assigned contracts.
  • Verify proposal compliance to RFP requirements and P.O. contract compliance to the proposal requirements.
  • Disseminate information between the customer and internal departments and assure timely responses going to and from the customer.
  • Basic knowledge of the Federal Acquisition Regulations (FAR), and DFAR Supplements. (Training to be provided).
  • Assure protection of Armtec's interests with respect to Patents, Intellectual Property Rights and Proprietary Information in general though contract provisions and Non-Disclosure type agreements or other types of contractual documents.
  • Demonstrate a continuous effort to improve department operations, decrease turnaround times, streamline work processes, and work cooperatively to provide highest quality customer service and information.
  • Maintain the highest ethical standards, even when challenged from above
  • Understand and live by Armtec’s ethics and business conduct policies
  • With support from the Director, Contracts and Pricing, will manage large and complex Department of Defense contracts; contracts are usually FFP but may include CPFF, CPAF, CPIF, Cost reimbursable, T&M, and contracts awarded under OTAs.
  • Maintains, analyzes, updates, and develops various electronic and hard copy contractual records.
  • Makes presentations as required and acts as a primary contact with customers and outside organizations.
  • Represents the organization as the primary administrative contact on assigned contracts.
  • Provides direction to professional or technical staff on contractual matters.
  • Maintains the strict confidentiality of sensitive information.
  • Performs other duties as assigned or required, such as order entry into the ERP system, sharepoint entry, etc.

Qualifications
  • BA/BS Degree preferred but not required. An equivalent combination of education and experience may substitute for a four-year degree.
  • Minimum of 1-2 years of experience with direct involvement (i.e. Contracts, Quality Assurance Documentation, Configuration Management, etc.) in Department of Defense contracts at the Prime Contractor and/or subcontractor level.
  • Must acquire a basic knowledge of Armtec’s functional departments and their responsibilities and Armtec's products, uses and manufacturing process.
  • Must become familiar with all applicable government regulations and requirements including international licensing, Cost Accounting Standards, Cost Estimating, Invoicing, Government Property, Small Business Liaison, etc.
  • Basic knowledge of the government procurement process and Federal Acquisition Regulations and Department of Defense FAR Supplement (Training to be provided).
  • Proficient organization and communication skills.
  • Proficient on MS Office products and have the ability to utilize other software modules, such as SharePoint, Adobe PDF, to perform the contract administration activities.
  • Ability to manage multiple tasks concurrently and control significant amount of detailed work.
  • Proficient writing and analytical/math skills
  • Must be dependable, responsible, and accurate with the ability to deal with people effectively.
