Job Summary
Receives guidance from Safety Manager and assists in the administration of the site’s Health and Safety Program. The incumbent supervises and coordinates activities of Safety Technicians, establishing and adjusting work schedules interpreting specifications and regulations, interfacing with employees at all levels, designing injury prevention strategies, compiling statistics for internal and external reporting. Responsible for assuring that appropriate documents pertaining to safety are timely executed and filed for easy retrieval.  The Safety Supervisor is a key leader for maintaining a safe work environment; responsible for oversight of training employees in the skills necessary to fulfill job safety requirements. The candidate must be highly involved and proactive in all Continuous Improvement activities, including Kaizen and other events.
Primary Responsibilities
  • Train and mentor all Safety Technicians
  • Supervises day to day activities of Safety Technicians
  • Teach new hires during Onboarding and trains all employees as needed on safety and health requirements to ensure compliance with OSHA, DOT and DOD regulations
  • Issues and monitors hot work permits and lockout/tag out permits as needed.
  • Plans and implements programs to train all employees in work site safety practices, PPE, fire prevention, spill prevention and correct handling techniques for chemicals, toxins, equipment and other materials.
  • Provides oversight of Safety Programs such as the Industrial Hygiene, Respiratory Protection Program, Lockout/Tagout Program, Confined Space Entry Program. i.e., testing noise levels and static levels.
  • Oversees field activities and monitors for health and safety violations including Fire Protection Zones; uses basic material identification and handling procedures.
  • Assists with development and monitoring of emergency action plans to comply with the Disaster Response Plan and the Emergency Planning Right-to-Know (EPCRA) Act.
  • Investigates accidents and prepares accident reports, identifying potential causes for accidents.
  • Assist with planning and implementation safety policies and procedures in compliance with local, state and federal Occupational Safety and Health Administration (OSHA) and Environmental Protection Agency (EPA) rules and regulations, including compliance with DOD standards.
  • Works through upset conditions while wearing Level 5 PPE. Monitors decontamination of personnel leaving hazardous work zones as needed.
  • Prepares studies and analyses of industrial accident causes and hazards to health for use by company personnel and outside agencies.
  • Assists Safety Manager to prepare the required reports and annual Health & Safety budget.
  • Submits monthly and year end statistical tracking of injury rates and frequencies.
  • Acts as back-up support in absence of the Safety Manager.
  • Assists with compliance and maintenance of ISO 14001 systems. 
  • Maintains the highest ethical standards, even when challenged from above.
  • Understands and lives by Armtec’s ethics and business conduct policies.
  • Ability to respond to emergencies during off hours as needed.

Qualifications
  • Completion of Contractors Safety Manual, DOD 4145.26-M training, including all aspects of Process Safety Management (PSM) highly desired.
  • Ability to read and interpret documents such as blueprints, operating and maintenance instructions and procedure manuals.
  • Ability to write reports and correspondence for both internal and external audiences.
  • Ability to speak effectively before groups of employees, customers and/or agency representatives.
  • Must be proficient with MS Word, Excel Spreadsheets, Data Analysis, charts and graphs (Pareto, bar, control, flow, fishbone, Cause and Effect, etc.).formatting of usable tables and other evaluation documents and Outlook programs.
  • Must maintain the appropriate certifications, as required, in HAZWOPER training, CPR/First Responder, Blood borne Pathogens and Forklift Training.  
  • Must be able to perform effectively when a state of emergency exists, demonstrating sound judgment, initiative, and flexibility.
  • Physical capabilities include lifting materials up to 50 pounds, with or without assistance, walking up and down steps and on uneven surfaces. 
  • Ability to influence without authority.
  • Knowledge in the explosive industry and DoD4145.26M.
Armtec Competencies
  • Must be able to demonstrate ability in the Armtec competencies for Managers and Supervisors.
Education/Previous Experience Requirements
  • Associate’s degree or equivalent with a written plan toward acquiring a Bachelor’s degree; preferably in Health & Safety, Environmental Engineering, Chemical Engineering, Chemistry, or related discipline. 
  • Minimum 5 years related explosives manufacturing experience and/or training.
  • Certifications as noted above
